Description - In January 1821, less than a year after Maine becomes a state, Penobscot tribal chiefs, led by John Neptune, write to the Maine legislature, asking for fishing to be restricted on Maine rivers. Neptune claims that overfishing by the white Maine population is depleting the fishing supply upriver to the tribes.
