"I forbear to answer this portion of your letter in the spirit my feelings would dictate. But really Sir, I cannot avoid expressing my utter astonishment at the assumption of powers like these, and I venture to say that in the whole course of our history under the Constitution and the law I have quoted, no such pretention has been heretofore set up. Is the Governor of Maine better qualified to determine what constitutes felony in Georgia, than the Governor and the judicial authorities of Georgia?"
